Sir,

I have the honour to report that, amongst other reasons, the particular flashing-point of 200° Fahrenheit, was fixed, (1) because oil flashing at that temperature had been found by experiment (See O.C.O. No.1790/99 attached) to be perfectly safe, (2) because Messrs. Arnold, Karberg and Company, being quite satisfied at the time that this flashing point would suit the character of their fuel, did not ask for the consideration of a lower point.

2. The present quality of fuel undoubtedly lacks fluidity especially in cold weather.

3. I have made some experiments (particulars attached) so as to ascertain the safety or otherwise of oil flashing at 150° Fahrenheit (close test) and I am of opinion that this lower point may be adopted instead of the 200° Fahrenheit limit as at present in use.
